i only did the licence check 2008-12-13, by which time it was presumably
already in tex live.  i wonder if it crept into the first ever tl, and
no-one has since got around to reviewing it in light of its (non-)licence.

no doubt karl will explain all, some time.  (afaik, the start of tl in
the mid-90s was a uk-only operation, but there were several other
nationalities involved by the time of the release.  that was the
advantage of having sebastian involved: back then, he knew _everyone_.)
