Hum, why do you want to change this? Additional language won't make tour

You should disable language with entries in

c:\texlive\texmf-local\tex\generic\config\language-local.dat

like

%!french
%!greek

assuming you want to disable french and greek. Then run

tlmgr --rebuild-sys generate language

to re-generate the file language.dat and the formats that depend on it.

There is no point in disabling languages IMHO.
