[tex-live] New translatable strings in tlmgr

Hi.

I found that new strings were added as translatable in ru.po but I
don't see them in GUI interface. Anyway I translate them and change a
little one old string.

I attached po file (it could be fetched from
http://github.com/vp1981/texlive-ru/tree/master/tlpkg/translations/ru.po
as well).
