[tex-live] TeXLive has no stable source tree and resorts to DVD with binaries?

Generally, there is no such thing for packages or scripts.  Karl pulls
that stuff from CTAN into our svn, cron job pushes that over night to
the package repository and it goes live immediately, simple as that.
We have a separate small repository for testing, but only for TL
infrastructure scripts (tlmgr, etc.), the rest goes immediately to
users without any testing, because that's the job of the respective
package developer, we are only distributors of the end result.
