[tex-live] No auto-remove of beamer-contrib and xtcapts

Everything looks ok after a fresh install. Today I had

But heaven knows what could have happened to my old installation. It was
as if tlmgr entered permanent no-auto-remove-mode even without giving
the option explicitely.
