Oops -- make that:

$HOME/.texlive2010/texmf-config/dvipdfmx/dvipdfmx.cfg

My TL2010 system has:

texlive/2010/texmf/dvipdfmx/dvipdfmx.cfg -- using ps2pdf, dated 2011-03-09
texlive/2010/texmf-config/dvipdfmx/dvipdfmx.cfg -- using rungs, dated 2010-07-21

After removing the older .cfg I can reproduce the OP's problem, and work around
it by copying texlive/2010/texmf/dvipdfmx/dvipdfmx.cfg to
$HOME/.texlive2010/texmf-config/dvipdfmx/ and editing to add the
-dNOSAFER.
