There is no configuration file that influences the installation.

Which package is wrongly installed, can you show me the output
of
	tlmgr show --list <package>
and if possible also the part of
	...2011/tlpkg/texlive.tlpdb
that refers to the problematic package.

No, it takes if from its own location.
If you have moved the binaries in some other place and adjusted the
path, then this is a bad idea.
