No, that is something different. It is only for the case that of
you call 
	fmtutil-sys --by-engine foobar
and no format depends on engine foobar, then fmtutil should not complain
(ie non-0 exit code). This is important for error checking.

It seems that ptex on Windows it built in some SJIS way, while
ptex on the other platforms is build in some UTF8 way.

Akira, do you have an explanation?
