[tex-live] All hyphen-packages necessary for UTF-8?

Those files are not supposed to be loaded at runtime, but only when the format
is created. Can you please:
* check if your formats build properly, using eg fmtutil-sys --byfmt pdflatex
(replacing pdflatex with whichever format you're trying to use)
* if the formats build properly and the problem really happens at runtime,
provide a complete minimal example of a document showing the problem, with the log.

As Mojca said, input encodings and hyphenation are orthogonal, hyphenation is
tied with the output (font) encoding.
