[tex-live] TeXLive 2011 infrastructure update fails on Windows

That is odd, since TL'11 was just released and there aren't yet any
infrastructure updates to it.

There is no indication in the log that the update failed.

These revision numbers are too old for TL'11.  Are you telling us the
whole story?  Have you installed TL'10 and updated that?

Crashes how?  Any error message?  Does command line tlmgr work?
