[tex-live] tlmgr window position

Hi,

tlmgr gui doesn't seem to take location of the taskbar into account when
opening windows.  New windows, like that opening when clicking "Options"
-> "General ...", are opened behind the taskbar, which is located at the
top of the screen here (see attached screenshot).

TL2011, Windows 7 Professional x64
