[tex-live] tlmgr update --self

Hi all,

I'm wondering wether it is possible to avoid the need to explicitely
call update --self when there are tlmgr updates available. I've seen
some people that are confused if tlmgr update --all does not do what
they expect, and are too confused to read the message to use the --self
command …
Also, for an advanced user, it is a bit annoying to have to call --all
to be told to use --self, and then use --all again.

So is it possible to just let tlmgr update itself, if possible, and then
update every thing else, in only one step? If so, the pretest-phase
would be perfect to test this. Or, if not, what are the reasons (I guess
there are good ones) to explicitely ask the user to use --self?
