That is to be expected. That is a MacTeX peculiarity, that the actual
selected mirror is NOT saved into the tlpdb, but always passed on the
command line. If you want to use tlmgr on the command line you have
to save the used mirror (for pretest) into the tlpdb yourself with
tlmgr option repository ....
(and not forget to change it after release and not complain here that
it searches the wrong place ;-)))))))

No, something is wrong in your installation or invocation.
If the last word of the command line is "collections" or "schemes" it
should NOT switch to show mode! And with my tlmgr which is the master
it does not happen.
