[tex-live] Feature-Request: Option for disabling auto-remove

Hi,
"tlmgr update --all" will auto-remove packages when the packagers believe
these packages shouldn't be distributed anymore (e.g. they have been
removed from CTAN or are not free).

This may break working setups.

There is the option "--no-auto--remove" for tlmgr which prevents this, but
IMHO it would be much nicer if this could be set via "tlmgr option" and by
the installer.
