[tex-live] When is a package removed from TeX Live?

The discarded package remains forever in the svn repository so it is
possible to go back in time, extract the package and put it to
tlcontrib. The problem comes later when the nonfree package is updated
on CTAN. Someone will have to take care to update it in tlcontrib.
