[tex-live] problem with babel package

Sorry for being egocentric but I put my zwpagelayout package as an
example. It was released on CTAN and soon found its way to TL2009.
After some time I found and fixed a bug and added a few new features.
The new release was uploaded on CTAN and within a few days appeared in
TL. I have not checked MiKTeX but as far as I know, updated packages
find their way to MiKTeX similarly quickly. Now what exactly you mean
by author's support of the old version? Am I supposed to buy a few
more computers so that I can run all OS'es that distribute TeX and
package my updated files for all of them? Sorry, I do not have that
much money to buy more computers. I even do not have that much space
on my table. And I do not have that much time to study all packaging
systems that exist all over world. So what should I do more in
addition to uploading the new version on CTAN? Should I be on hotline
and explain personally to every user what to do? Sorry, I do not have
that much time. That's why CTAN exists. And if a user is not satisfied
with TeX distro coming with his/her OS because it is not updated
regularly from CTAN, I can only suggest to install TeX Live.
