If it doesn't work, you are obviously the first one using it.  The
file has not been changed since July 7 2009.

Why is it's wrong to specify an extension?  According to Microsoft the
arguments are:

        [drive:][path]filename [batch-parameters]

Isn't "%~dp0install-tl.bat" a valid filename then?
