You need to keep in mind that collection-basic doesn't install XeTeX
at all. I guess that Dick installs collection-basic + some packages
that he finds important, but I'm not sure which packages that are.

What *could* be done on the TeX Live front in to list additional
dependency (either XeTeX or fontspec could depend on LM). That way the
LM fonts would be installed by default next time when Dick updates the
installation.
