[tex-live] texdoc for libertine

    Now that there *is* a libertine.pdf in the libertine package, I don't
    think the README should still be tagged as the "primary package
    documentation".  Thanks.

To restate Norbert's reply: when noticing stale Catalogue data in TL,
the place to verify a problem is the texlive.tlpdb *in our subversion*,
rather than what tlmgr gives out to installations.

You can get that development texlive.tlpdb by itself with
  rsync tug.org::tldevsrc/Master/tlpkg/texlive.tlpdb
if it matters.

Despite the resulting occasional (and repeated) confusion, it's always
seemed better to us not to force every user to download X megabytes of
unchanged package files merely to update the version number,
documentation descriptions, or other metadata that comes from the
Catalogue.  So we don't do it.

Would it be theoretically possible to devise a tlmgr transaction just
for the metadata?  Of course.  But, life is short.  Usually when the
confusion arises, it's about a package being actively updated, and the
Catalogue data will catch up at the next update anyway.
