I assume that is a reason, because the jobname becomes
successfully "hi" for
luatex -interaction=nonstopmode "\input" "hi.tex"
even on Windows.
Note that lualatex considers itself the jobname
in lualatexquotejobname.tex.
I want to pass the problem to the luaLaTeX team.
