On what evidence do you base this statement ?  I have been
programming computers ever since 1970, and I have yet to
encounter one whose sole /raison d'être/ was not to enrage
its user.  Certainly they give the /impression/ of
behaving logically, but that is just to fool the naïve
and ingenuous : underneath, they all have a true random
number generator (far better than any Knuthian pseudo-
random number generator) which injects infinitesimally
small elements of uncertainty into each and every
operation.  Most of the time, these "Heisenbergions"
(as they are usually termed)  cancel each other
out, and the computer appears to behave as its user/
programmer intended; but every so often they fail to
cancel (as is clearly the case with this gentleman's
PERL installation) and chaos is the unfailing result.
