[tex-live] Problem reinstalling TexLive

I have a problem concerning reinstalling TexLive. I had originally installed it in my C: partition, which is my main Windows partition (I am using Windows 7 Ultimate 64-bit), but as I required more disk space on it to install some drive-specific applications, decided to uninstall it and put it in my D: partition. However, every attempt to reinstall has failed due to the following errors found (I have provided a link to a screenshot of the command line error displayed):

I have tried changing my PATH variables, I have tried deleting every instance of TexLive that appears on Windows search, I redownloaded the latest installer from the texlive website, I even uninstalled Texmaker and ActivePerl which may have caused hindrances to the installation. Nothing has worked so far. Any help would be greatly appreciated.
