(This is not a rhetoric question, it's a serious one): What is the
most problematic part that you see in the freeze? Was any package
updated that you urgently needed (the latest version of it)?

During the freeze you can either keep installing packages for 2011, or
switch to tlpretest if you don't mind that your installation might be
a bit broken at times. So you have two options. The third option is
that you fetch the latest package into your texmf-local, and the
fourth one is that you set up a server with updated packages during
the freeze.

If you would get updated ConTeXt & other packages during the freeze
(into repository for 2011), you would have no option but to live with
a broken installation.

Some packages strongly depend on the version of binaries being used in
TeX Live and getting updates during the freeze would mean getting
broken installation.
