The extra traffic for the CTAN master nodes caused by new releases of MikTeX, 
MacTeX, and TeXLive has been and continues to be a major problem for us. 

I'm not sure that you understand the problem: it is not the load of the systems, 
it is the increase in network traffic, and the costs thereof.  Until two years 
ago, Dante had to pay for every gigabyte in excess of the allotted contingent. 
This is no longer the case, but traffic is far from unlimited.
