What would you like me to answer?

All I can say is that we didn't modify anything, and most likely Karl
is right: that TL 2007 was using US patterns instead of the british
ones.

What does your language.dat in TL 2007 contain and can you please test
the following with (plain) pdf(e)tex?

\uselanguage{UKenglish}
\showhyphens{consequence}
\bye

As to why TeX hyphenates "consequence" in that way: it might be a
"bug" in British patterns that has been there for a long time without
anyone noticing. There is a pattern ".se1q", but it only applies to
words starting with "seq", like se-quence. For any other questions
(like whether "consequence" was part of the dictionary used to
generate the patterns) it might be best to turn to the author of
patterns.

The only thing I wonder about the licence is whether we are violating
it by calling Ukrainian ones "hyph-uk" :)

Apart from that I totally agree with other comments that names of
files (with hyphenation patterns) hardly make any difference nowadays.
I can create a file called higgs.tex with crappy patterns and put
"british higgs.tex" into language.dat on official TL DVD. That would
make a lot more problems than violating the licence by renaming one
file.
