Norbert, suppose that a program (take getnonfreefonts as an example)
has to create a file in TEXMFLOCAL and TEXMFLOCAL is a list.  What
should the program do?  One could create the file in the first element
of the list, but since you don't know how the list is constituted, you
never know whether this is what a particular user expects.

You'll immediately see the problem if you write a program which tries
to place a file somewhere under $TEXMF.  Brace expansion is fine for
searching files, but if files are suppused to be created you need a
variable which expands to a single tree.  Everything else leads to
arbitrary results.

I recommend not to support such a mess.  It's easy enough to create an
arbitrary number of TEXMF trees.
