This move is not just "rather" but "required in order to get the
advertised behaviour" (Greek Unicode input with
\usepackage[utf8]{inputenc}). 

Please move the file lgrenc.dfu to

 texmf-dist/tex/latex/lgrx/lgrenc.dfu

*before* releasing TeXLive 2012 (if this is possible) to solve this bug.
