Who says that pstricks is supported by dviout?
The README of dviout meantions special support for the
graphics package with drivers dvips/dvipdfm(x) or psfrag, but
I couldn't find pstricks or arbitrary PostScript specials.

The file can be found by
  kpsewhich pstricks-add.pro
The result should be similar to
  .../texmf-dist/dvips/pstricks-add/pstricks-add.pro
If the file is missing, then install pstricks-add with the
TeX Live Manager. Otherwise you can try copying the file
in the current directory with the .dvi file and try dviout again.
But I wouldn't be surprised if pstricks is not supported too well
by dviout.
  Usually pstricks files are compiled with LaTeX and dvips
to PostScript. The PostScript file can be previewed or
further converted to PDF by ps2pdf.
