[tex-live] How to use MFTOEPS? (noob)

the creator was writing about the package he distributed in the 90s.  i
see no sign that he contributed a script (.bat or otherwise) to ctan,
which would explain why tex live doesn't have that script.

i am intrigued to know _why_ you want to use this script; do you have
metafont code lying around?  or were you expecting to write your own?

personally, i would advise against writing your own metafont: my
experience of doing it "just to get this neat effect", back when i was
new to tex (>25 years ago), was humiliatingly unsuccessful.
