[tex-live] installing texlive

    beamerthemesplit.sty being one of them. 

I believe the author of that package removed it from CTAN, hence I
removed it from TL.
    
    How can I configure the texlive/texmaker combination so that it will
    find whatever packages are needed, and install them automatically?

That is a feature of MiKTeX that is not possible to do, in general, with
TeX Live.  Perhaps you would be happier with MiKTeX.
