Bad. And strange. I just did a new installation, copied two sets of
fonts/maps to the new TEXMFLOCAL, run mktexlsr for TEXMFLOCAL,
and called two
	updmap-sys --enable Map=foo.map
	updmap-sys --enable Map=bar.map
and it worked without a hickup ... ugg.

Ok, but *WHY*? What does
	kpsewhich -all updmap.cfg
return? In my case on Unix I have:
[~] kpsewhich -all updmap.cfg
/home/norbert/tltest/2012/texmf-config/web2c/updmap.cfg
/home/norbert/tltest/2012/texmf/web2c/updmap.cfg
/home/norbert/tltest/2012/texmf-dist/web2c/updmap.cfg
[~]

as expected.

That is strange, as said, I tried it then.

So can you please on the second run show me the output of the 
	kpsewhich -all updmap.cfg
