[tex-live] WARNING: Update of tlmgr on Windows with multiple repositories

Dear all,

for those who are running Windows and are using multiple repositories
you might have seen problems updating tlmgr. This has hopefully been
fixed now, but you cannot use tlmgr to do the update, but please
download the
	update-tlmgr-latest.exe
from CTAN/systems/texlive/tlnet/ and run it on your system.
It should update your tlmgr to the latest release, after which
further updates hopefully work.

For completeness: tlmgr revision that works is 
	tlmgr revision 28216 (2012-11-09 13:34:08 +0100)
