1. why, it is already ~/texmf ???

2. you need to put it into texmf-config/web2c/texmf.cnf ...as you might
have guessed from the location of the other texmf.cnf files.

And what is written there ... please *read* it, too!
	..they can put it into TEXMFCONFIG/web2c..
