i don't think it's a joke, but rather a common reaction to legal
requirements.  we're lucky that such a large proportion of our packages
come from people who are basically "on our side" -- most people, told
that they've applied a "dodgy" licence to their software, will change it
as advised.

in a different world, such people would require that we obey the letter
of the licence (possibly including removing it from any distributions).
it's a small step from there to issuing legal restraint on those who
don't do as they are told.

in short, we're skating on thin ice, with only the magic of good will
keeping us from possible catastrophe.
