[tex-live] User names too longs or with diacritics on Windows

Hello,

AFAICS, Windows users whose name contains diacritics (very common
in French) experience cryptic troubles with scripts as makeglossaries
that create temporary files whose path contains a shortened version of
their names, for instance:

 C:\Users\CCILE~1\AppData\Local\Temp

for a user named "Cécile" (I guess with Windows XP).

Another trouble, with the same user name: with a default TL
installation,

  kpsewhich --var-value=TEXMFHOME

returns (on Windows 7):

  C:/Users/CÚcile/texmf

Is there a way to prevent this in TL 2013 or at least to warn the users
that they should install TL as a user with a short (at most 8
characters?) and exempt of diacritics name?
