If there are no significant technical reasons to include LaTeX2HTML into
TeX Live, I fear that we end up with the same discussions with Linux
distibutors as Thomas Esser encountered when he made texinfo part of teTeX.
He finally removed texinfo from teTeX.  

Linux distibutors tend to split up TeX Live into smaller packages.
They are certainly not happy if things are added to TeX Live which
can be maintained separately.
