[tex-live] utf-8 encoding in outline

Dear Members of tex-live at tug.org,

I am using Xetex to compile a book written in Ukrainian and English and encoded using utf-8. A book has a table of contents, and it is rendered separately as a page in front matter.

Pdf viewers by default choose to display an outline --- a table of contents, it seems, in the panel on the left that is displayed when one opens a file for the first time (but can be closed). For some reason, the content in the outline is always decoded incorrectly. I attach a screenshot of evince displaying the first page of the following file:

It does not seem to be an evince-specific issue, as the same behaviour was observed in other viewers on other platforms ... Could you please help?
