[tex-live] dvipdfmx: pk vs. pfb

I've been testing a stix-latex package. All works well so far
except for the following anomaly: on one system, dvipdfmx insists
on generating a pk file for one of the fonts. On another (similar)
system dvipdfmx embeds only pfb fonts. I can't find any relevant
configuration or accessibility difference between these systems.
Both pdflatex and latex > dvips -> ps2pdf are okay on both systems.

Can anyone suggest a possible explanation for this phenomenon?
