If you don't want the non-binary components of your upgrade
to be included in the current TeX Live, then it is probably
better not to submit them to CTAN.  There may be other ways
of achieving your goal, but I am unaware of them.

Yes, Bob, I know that one does not submit upgrades
directly to TeX Live but rather to CTAN.
