[tex-live] texmf-dist -> texmf for TL'13

Seems to do the trick, thanks nico

Basically I need it for my TL transplant script. In my current version I assume texmf-var and texmf-config are in the normal locations in order to install the 'true' TL uninstaller. For a 'standard' TL this works just fine. Haven't seen any problems yet, but it would be nice to be able to just ask for these folders instead.

FWIW, I like the idea too, especially since I often wondered why there were
two directories (so thanks for the explanation, too.)

Maybe this is naive, but I can do the following on my install :

$ kpsewhich -expand-var='$TEXMFSYSCONFIG'
/usr/local/texlive/2012/texmf-config
$ kpsewhich -expand-var='$TEXMFSYSVAR'
/usr/local/texlive/2012/texmf-var
