[tex-live] xdvi not in texlive 2013 for Windows

This is how I also use xdvi when I do use it once in awhile.

Yes, I looked at the config scripts, but decided not to spend any more time
with those.  I also looked at the xdvi.sf.net page, but since I have xdvi
under Cygwin I really don't need that.

yap is a good alternative that works well under windows and comes with
MiKTeX; I used a soft link to my own xdvi then.

On my Ubuntu machine I also have xdvi with that texlive distribution.
