[tex-live] Why the TrY package is on CTAN but not on TL2013?

Hallo.

I wrote the 'TrY' package, aimed to the automation of the TeX/LaTeX 
compilation process on Linux.

I published that package on CTAN (more or less) one month before the 
publication of TL2013, but it seems that TrY is not on TL2013 at all.

Since the tool is licensed under the LPPL, I would like to know the 
reason for the refusal of publication.
