frenchb has been developped mainly by Daniel Flipo and its latest version is available on http://daniel.flipo.free.fr/frenchb/ (the first version being published in 1996).

The french package by Bernard Gaulle evolved into two separate parts : frenchle and frenchpro, and since the death of Bernard Gaulle, all of his work has been merged into efrench, available on http://www.efrench.org (and on CTAN) which is published with a free license. As explained on the efrench site :

> Beginning 1999, the FrenchPro package was marketted as shareware, and Bernard Gaulle alone owner of all rights. He died Aug. 2nd 2007. His wife Catherine Gaulle, the heiress, gave authorization in that matter to the eFrench group in order to maintain the whole work in the future. Now the package is delivered under Latex Project Public Licence.

If you read french fluently enough, you can read the frenchle documentation (for example : ftp://ftp.tex.ac.uk/pub/tex/language/french/frenchle/frenchle.pdf) which has an history of the french/frenchle/frenchpro/efrench genesis.
