[tex-live] Latest luaotfload-tool problem

Howdy,

Just did an update to TeX Live 2013 pretest on a OS X 10.7.8 system. Tried to run

luaotfload-tool --update --force

and it wouldn't run because ~/Library/texlive/2013 and .../texmf-var, etc., didn't yet exist. In the past they would be created if they didn't already exist. PS: that directory structure is used on Mac rather than ~/.texlive2013 or other variations.
