[tex-live] Organization of language collections

Hi everyone,

some words concerning the collection revamp:

It was clear from the beginning that we cannot please each and everyone,
and that there will be complains. That has always happend when things
change.

Still, we consider the reduction of the number of collections as
a step forward. It does not make sense to have many small collections
which contain practically nothing. It creates confusion. As Karl wrote,
in former times the engines couldn't load all the patterns, but this
is not the case anymore.

For those who are seriously against this merge, here are some options
* tlmgr option docfiles 0
  advantage: after setting this option no doc files are installed, space
   is saved
  disadvantage: inhibits installation of other documentation, too

* tlmgr info --list + tlmgr install ...
  if you do not what the documentation of a lang-collection, simply
  install the necessary hyphenations:
  Example:
	$ tlmgr info --list collection-langspanish
	....
	depends:
		collection-basic
		babel-catalan
		babel-galician
		babel-spanish
		es-tex-faq
		hyphen-catalan
		hyphen-galician
		hyphen-spanish
		l2tabu-spanish
		latex2e-help-texinfo-spanish
		latexcheat-esmx
		lshort-spanish
		spanish-mx
	..
	$ tlmgr install babel-spanish hyphen-spanish
	...

What do you mean? This is not understandable. With docinstall = 0 you
will not receive documentation files *what*so*ever*. Exmaple
	$ tlmgr info --list l2tabu-spanish
	...
	doc files:
	  texmf-dist/doc/latex/l2tabu-spanish/README details="Readme"
	  texmf-dist/doc/latex/l2tabu-spanish/l2tabues.pdf language="es" details="The document itself"
	  texmf-dist/doc/latex/l2tabu-spanish/l2tabues.tex
These files will *not* be installed.
