[tex-live] Format file in quotes not parsed by pdflatex

I was pointed here from TeX.SE, David Carlisle suggested I raise this 
issue here. I was not able to find this as a known issue, apologies if 
this is already known.

On my TL2012 (pdfTeX 3.1414926-2.4.-1.40.13), pdflatex does not load a 
format file in which I have dumped my preamble, specified in the first 
line of my .tex document, when the file name is enclose by brackets 
(%&"preamble" given a file preamble.fmt)

Without quotes, it works (%&preamble works).Presumably this behaviour 
excludes any format files that have spaces in them)

Specifying the format file on the command line (pdflatex \&preamble 
document.tex) also works.

I cannot find any information in the log file that informs me what the 
issue is, pdflatex just runs as if there were no format file
