No, I was aware it would not change font (I do that explicitly, to
Arial Unicode MS for Hebrew) and as I am using XeTeX, font encoding is
not a concern.  I was certainly clear that it would not change
typographic conventions -- it is a part of the infrastructure,
not of a layered product such as Babel or Polyglossia that one
would expect to address such niceties.  All I want to do is to
be able to write \uselanguage {hebrew} and for this to introduce
a new hyphenation regime : patterns, LHM, RHM and so on.  If there
are no available patterns (which comes as something of a surprise :
Hebrew is hardly a minority language), then it is hard to say what
its effect should be, but to permit hyphenation everywhere would
perhaps be one possible fallback.
