I’m encountering the same problem, also after updating (via “Actions” => “Reinstall TeX Live Manager”) the TeX Live Manager repeatedly (the last time, a couple of minutes ago). Updating packages works, but finishes as follows:

So, there still seems to be some part of the TeX Live Manager or the TeX Live Utility that is incapable of digesting the infamous “Quick start” quotation marks ...

Hitting the “Packages” button issues
