Mojca, did you test it?  The installer menus are not derived from the
packages that exist on your system but from the TeX Live database
(tlpkg/texlive.tlpdb).  Missing files probably confuse the installer.

But the basic idea of a local mirror is that it's only necessary to
create it once.  The actual download can be done overnight or while
doing something else.  Neither network performance nor the size of TL
is really important then.  Unless disk space is scarce, every attempt
to customize rsync is wasted time, IMO.
