Yes, but mostly because a lot of users don't understand that users
can overwrite admin defaults and packages installed by the admin and
that the user has to do some maintenance too (like updates or run
updmap).

And while I often wished that miktex would be installed in single
user mode by default I also have seen this: People who started an
admin account, installed miktex in single user mode, and then switch
back to their normal user account and wondered why it doesn't work -
and this is much more difficult to debug than to tell people how to
correctly use a multi user installation.

Beside this I concurr partly with Denis: If the account has admin
rights it would be useful if there were at least a dialog which
warns that the simple installer will install only for this account,
that for a single user installation admin rights are not needed, and
point to the advanced installer for a multi user installation.
